ESG Manager - Aqaba Amman Water Desalination and Conveyance Project

Job description

We are looking for an ESG Manager to join us in AAWDCP and work under the supervision of the managing director. The ESG manager will be responsible for managing and coordinating all environmental and social activities necessary for the smooth running of the project, in accordance with applicable national and international standards, and in particular the IFC performance standards, but also in line with the ESG policies of the company, the Project sponsors and the lenders.

The position will be based in Amman and frequent travel to Aqaba. The ESG manager will supervise a community lisason office (CLO) as well as quality, health, safety and environment officer (QHSE officer) during the construction phase.

Main responsibilities of the ESG Manager

  1.      Environmental and Social Management system

·         Analyze and assimilate the various environmental and social requirements associated with the Environmental and Social Management Plan (ESMP) issued as part of the Project impact study.

·         Establish and manage the Company’s environmental and social management system, associated management plans and operated procedures.

·         Propose E&S clauses to be included in subcontracting contracts for the activities of construction

·         Manage the implementation of the E&S action plans of the PGES and specific action plans, in ensuring reporting and implementation of performance indicators

·         Monitor the implementation of E&S action plans on site, during the construction phase then operating and ensure their updates

·         Control the implementation of E&S requirements in the supply and sub-supply chain contracting

·         Lead awareness and training sessions on E&S issues faced by the company  

2.      Monitoring, reporting and relations with Lenders

·         Plan, budget and manage the company’s ESG activities though the implementation of tools and of performance indicators

·         Set up and manage an internal ESG reporting system and subcontractors to meet the ESG reporting requirements of stakeholders, in particular those provided for under financing agreements

·         Draft ESG reports to local administrations, lenders and shareholders

·         Assist the company’s management in negotiating ESG commitments with lenders then ensure their follow-up

·         Manage and ensure the smooth running of the environmental and social due diligence phases then monitoring lenders and their advice

3.      Relations with Communities and Stakeholders

·         Manage commitments made with communities in terms of training, communication, local recruitment, development actions etc.

·         Lead awareness – raising and training sessions for key stakeholders

·         Assist the Company’s management with external communication in the E&S field, particularly with regard to local communities

·         Propose a CSR strategy to the company’s management and then ensure its implementation during the operating period, in line with the sponsors CSR policy and the commitments made with local authorities and landlords

4.      Compliance and E&S authorizations

·         Instruct and manage all requests relating to E&S administrative permits and authorizations of the project, in particular the environmental conformity certificate

·         Regularly update the project’s E&S risk mapping and means of mitigation  

·         Ensure regulatory and technical monitoring, national and international standards of lenders, in order to identify and decline changes in regulations in terms of E&S applicable to the project and anticipate compliance and/or upgrade needs

·         Ensure the desalination plant complies with all applicable environmental laws, permits, and standards

·         Oversee the monitoring and management of brine discharge, chemical usage, air emissions and waste management

·         Liaise with regulatory authorities during audits, inspections and reporting

5.      Safety Management

·         Safety policy development by designing and implementing comprehensive occupational health and safety policies and procedures, and to develop programs to address potential risks related to desalination plant operations

·         Conduct regular safety inspections and audits to identify and address non-compliance

·         Ensure all operations comply with local and international safety standards

Job requirements

Qualifications:

·         Bachelor’s degree in environmental Science, Sociology , Engineering, or a related field (Master’s degree preferred)

·         Minimum 15 years of experience in construction projects with financing from Development Institutions. preferably in the water, energy or industrial sectors

·         In-depth knowledge of environmental regulations, occupational safety standards and desalination processes

·         Communications skills with affected stakeholders, public authorities, national and international financial institutions, industrial partners and project team members
